the managerial, political, and ethical problems faced by public
sector managers and leaders, including setting an organization's
goals, obtaining and protecting a program mandate, designing a
service delivery system and implementing a new program. New managerial
philosophies such as Total Quality Management and Reinventing

Looks at the nature of, and the costs and benefits
of the close ties between the public and private sectors in providing
for national security. Focuses
on exploring ways to improve (from a public policy perspective)
the efficiency and effectiveness with which the government goes
about doing its over $300 Billion worth
of business (for goods and services) with the private sector.

| Governance: The Roles and Relationships Among Government,
Business, Non-profit and Civic Institutions (Offered

Introduces students to the concept of cross-sector governance and provides
both theoretical understanding and practical grounding in the
design and management of contemporary governance systems that
operate across boundaries of the government, business, nonprofit,
and civic sectors. Focuses on the roles and relationships of institutions in each of
these sectors in pursuing public purposes such as emergency management,
economic development, environmental protection, transportation,
education, and human investment. Prerequisites:

This course is designed
as a series of "leadership off-sites" in which we
will spend a full day together exploring theories, the practice/skills,
and the people-real leaders. The longer class format allows
us to settle into the subject in a more thoughtful way. And
the Friday format is akin to "leadership off-sites"
that organizations create for their leaders to give them a chance
to step back from the day to day demands of their work, and
to learn together.
